Governor Brown issued Executive Order B-37-16 a year ago elevating water conservation as a key strategy in California’s long-term plan to become water secure and resilient. A draft plan was issued in November, and the state has now released its Final Framework. This strategy will be implemented primarily at the local level - what does this mean exactly for public water utilities and their board members?
